CITY OF ALAMEDA’S HARASSMENT CAMPAIGN
City of Alameda staff systematically and without explanation stopped all informal communication with Greenway Golf shortly before the front nine holes of the North Course redevelopment was completed in October of 2021. Phone calls stopped. Scheduled meetings were cancelled, rescheduled, then cancelled again. This deliberate isolation was not an administrative coincidence. It was the opening move in a three-phase strategy: cut off Greenway's ability to address concerns informally, then flood the company with formal violation notices it had no channel to discuss, then bring those accumulated “violations” before City Council as evidence for litigation. On May 3, 2022 — less than eight months after the first notice was issued — the City voted to sue.
